【Xinhua】U.S. act on Xizang sends wrong signal to "Tibet independence" forces: expert

BEIJING, July 13 (Xinhua) -- A human rights expert said a U.S. act on China's Xizang has seriously violated international law and basic norms governing international relations, grossly interfered in China's internal affairs, and sent a wrong signal to the "Tibet independence" forces.

In an article, Xu Shuang, an associate professor at the Institute For Human Rights of China University of Political Science and Law, slammed the so-called "Promoting a Resolution to the Tibet-China Dispute Act" as a baseless, ignorant and immoral act.

The UN Charter explicitly stipulates sovereign equality and independence of states. On December 6, 1946, the United Nations General Assembly adopted the Draft Declaration on Rights and Duties of States, which sets out the independent and equal mutual relations of sovereign states without interference, according to the article.

On December 9, 1981, the United Nations General Assembly adopted the Declaration on the Inadmissibility of Intervention and Interference in the Internal Affairs of States, further reiterating and emphasizing the principles of sovereignty, independence, and non-interference in other states' internal affairs, says the article.

It stresses that Xizang is an inalienable part of China, and its affairs are purely China's internal affairs, which brook no interference from external forces.

The passage of the act by the U.S. Congress has constituted an interference in China's internal affairs and is doomed to fail, the article says.

Noting that the majority of the U.S. Congress members who voted on the act neither had visited nor possess a deep understanding of Xizang, the article says that the vote only exposes their ignorance.

They lack an understanding of the historical fact that Xizang has been an integral part of China since ancient times. Xizang, as an administrative region of China, has always been under the central government's jurisdiction, reads the article.

The U.S. Congress members do not understand the reality of Xizang's prosperity and the well-being of its people, the article continues.

Since its peaceful liberation, Xizang has gradually embarked on the path of socialism. Especially since the 18th National Congress of the Communist Party of China (CPC) in 2012, Xizang has embarked on a new journey of modernization and has eradicated absolute poverty, the long-standing issue that plagued the region for centuries, according to the article.

It notes that today's Xizang enjoys social harmony and stability, cultural prosperity and development, and a beautiful ecological environment. The rights of people of all ethnic groups in Xizang, including those of the Tibetan ethnic group, are fully respected and protected.

It goes on to say that the U.S. Congress members do not understand Xizang's future is bright and promising.

Under the leadership of the CPC and the government, the people of all ethnic groups in Xizang have created the miracle of the highest-altitude human settlement in the world, the article says, adding that together with the people of the whole country, they have ushered in the great transformation of the Chinese nation from standing up and growing prosperous to becoming strong.

In the article, Xu said that it is immoral to introduce an act that ignores facts and laws and interferes in other countries' internal affairs, which will only obstruct the development of China-U.S. relations.

If the United States continues to make attempts to challenge China's sovereignty, it will inevitably undermine the existing international system and order, and threaten the overall interests of the entire world, reads the article.

Undoubtedly, Washington needs to adopt a rational approach to respect China's core interests, including matters regarding Xizang. ■
